Dear friends,

The Asian Human Rights Commission (AHRC) has received information that military units have bombarded more than a dozen villages in three districts of Balochistan based on information about the presence of a guerilla fighter fighting for the independence of Balochistan. Independent sources claim that more than 50 persons, including women and children, were killed. In just one district, more than 32 villagers were killed and many persons were displaced as their houses were completely destroyed. The military and one of its units, the Frontier Corp (FC), have arrested many persons for interrogation to try to learn the whereabouts of the guerrilla leader, Dr. Allah Nazar, and shifted them to unknown places. Units have made torture cells in the affected areas and within two days the mutilated bodies of two persons were found, bearing marks of torture. The children and mother of Dr. Allah Nazar were also badly injured during the military action.

Please sign the following urgent appeal to stop the military action against innocent villagers in Balochistan, who are also suffering under severely cold temperatures. The AHRC will also send copies of the urgent appeals to the different Special Rapporteurs of the UN and different international organizations to raise the issue at the international level.

CASE NARRATIVE:

In the middle of the night of Dec 24-25, more than 12 gunship helicopters started shelling on Mehi village, in the area of Mashkay in Awaran district, Balochistan. About 100 homes were destroyed. Another village, Gajli, was bombarded by jets on Dec. 26 and around 90 homes were destroyed. 32 civilians were reported to have been killed but available data is insufficient because the Pakistan army is not letting anyone leave or enter the area. The military action was taken on information about a guerrilla fighter, Dr. Allah Nazar, and his associates hiding at his house.

The villagers, including injured women and children, have taken shelter in a school building without food or medicine. The army is conducting torture and killing people on the roads of Mashkay and in Gajjar bazaar, in an effort to get information about the Baloch freedom fighters. The reports of bombardment on Tank in Mashkay district say they continued for more than two days. A group of doctors were harassed and sent back by the military and FC units, who volunteered to treat the injured from the bomb attacks. In the village of Jabri in Mashkay, the army broke into three shops and looted everything. According to the information gathered by websites from an exiled Baloch organization, the military units looted homes, burning many of them, and established torture cells in Parpuki, Nokjo, Shairgi, Lakhi, and Manguli villages of Mashkay. Hundreds of the civilians who were arrested during the last three days are missing. Two of them have been thrown back as mutilated bodies. One is named Arz Mohammad, and the other’s name is still unknown. Jets and helicopters are still roaring in Mashkay’s sky.

The military action has also been extended to two more districts, the Makran and Panjur areas, and many villages are also under siege by military units, who do not allow the villagers to leave their villages. The house to house searches are continuing and people are without food or water. In these villages, military action was carried out with the help of aircraft and aerial bombing and a fleet of 70 army trucks. The villagers of Balochistan have to carry water from the rivers, which they carry for almost three to four kilometers. Peaceful protests continue in different cities of Balochistan, including shutter down and wheel jam strikes.

Khair Bibi (70 years), 6. Lal Bibi w/o Dinar, 7. Nazal d/o Dinar, 8. Halima w/o Kadok, 9. Ganj Khatoon w/o Ali jan, 10. Sad Ganj w/o Mir Saho, 11. Sakhi dad (2 year old boy), 12. Labo (1 year old girl), 13. Bakhshi (4 yr boy), 14. Mahnaz / Noor Mohammad, 15. Gul bibi, 16. Sara d/o Ali jan, 17. Sher jan, 18. Karim jan, 19. Bakhsha, 20. Unrecognized boy, 21. Unrecognized boy. Moreover, Mr. Arz Mohammad was tortured to death along with another unknown person in military custody.

SUGGESTED ACTION:

Please write letters to the following authorities calling on them to stop the military action in three different districts of Balochistan. Please urge them to withdraw the siege of villages under the control of different units of the army, hand over the bodies of the those villagers who were killed during the aerial bombardments and land actions to the bereaved families, release the persons arrested by the military units, pay compensation for the houses affected by bombardment, provide the best medical treatment to the injured persons and make quick arrangements for the provision of food and water to the affected villages.

Please also urge them to conduct a judicial inquiry and prosecute the military personnel who were involved in the killings.

The AHRC also writes a separate letter to the UN Special Rapporteurs Torture and other Cruel, Inhuman or Degrading Treatment or Punishment and on Extrajudicial, Summary or Arbitrary Executions calling for their intervention into this matter.

President of the World Baloch Women’s Forum Professor Naela Quadri Baloch paid tributes to Mir Qadeer Reki, Mir Nasrullah Bangulzai, Banuk Farzana Majeed and families of fourteen thousand Baloch missing men women and children for their history’s longest public protest that is completing continuous 1000 days on December 19, 2012. This unique historic peaceful protest has become a beacon house for the oppressed peoples and nations all over the world. UN must pay attention and the Guinness World Records should include this in their records book to preserve this example of people’s great effort in the hardest and harshest environment. Balochs put creative efforts to highlight Dec 19 at national and international level. Families of fourteen thousand enforced disappeared Balochs are protesting for recovery of their loved ones for last twelve years but Mir Nasrullah Bangulzai gave this an effective platform by establishing the Voice for Baloch Missing Persons, from this platform families of missing Balochs started to protest by gathering in a camp in leadership of Mir Qadeer Reki, where people of different walks of life come every day to show their solidarity. Mir Qadeer continued protest camp even after receiving mutilated body of his son Shaheed Jalil Reki, a prominent leader of Baloch freedom movement who was arrested by Pakistani security forces two year before killing him by brutal torture. Mir Qadeer received life threats from secret agencies to close the protest camp, once the camp was burnt by these agencies but he continued, this itself is a marvelous move in the history of world’s revolutionary movements. It has proved that Baloch freedom movement is just, free of worries of life or death, profit or loss, having all the support of Baloch masses and can never be hindered by power and inhuman violence. World Baloch Women’s Forum pays tribute and solidarity with Voice of Baloch Missing Persons, Mir Qadeer Reki, Mir Nasrullah Bangulzai and Banok Farzana Majeed for their fearless struggle, we demand recovery of fourteen thousand Baloch men women and children from secret jails and torture cells.

‘The Baloch Woman’

The single most visibly distinguishing factor which identifies the Baloch nation is the Balochi Gud or female attire. At its best, it is a work of sheer wonderment to behold, unique in the world in its design.

The Baloch woman will gather several rolls of coloured thread and a base pattern in her mind’s eye and then does she begin to weave with meticulous care the Balochi dress. She does so piece by piece, every segment, be it the ‘asting’ or ‘guamtam’ requiring a slight alteration in technique to adjust for its place on the dress albeit with the same coloured threads for that specific ‘gud’. Attention to detail which can cause severe straining of the eyes over a prolonged period of time eventually gives rise to what are often simply described as masterpieces of artwork. It is the trade in the Balochi dress that has kept afloat many a Baloch family through difficult financial times and made the Baloch woman the backbone of the economic life of many families across Balochistan.

One need only look at the exquisite designs to acquire a hint of the sheer creative potential of the Baloch woman, a creativity which has thrived with the passage of time. But there is something which sets the Balochi dress apart from other attire and which not only puts it in league with all the best clothes designers in the world but perhaps surpasses them somewhat, for although many a dress is a unique design made by hand, something of the heart and well wishes of the Baloch woman has entered the very fabric and is inherited. 

The best of dresses is not made simply of thread and canvass but something far more substantial which lies at the heart of the identity of the Baloch woman. It takes patience, perseverance, foresight, spontaneity and imagination to achieve the final outcome and of course a great many heartfelt prayers. These are now the very skills that Baloch female activists are being called upon to practise in a different setting, the struggle for freedom and the return of their loved ones for whom they now demonstrate on a daily basis across Balochistan, at great risk to life and limb.

 Let the occupying forces be foretold that the Baloch women shall not stand idly by and witness the slaughter of kin and kith. Be it the Balochi ‘gud’ or Balochistan, she will employ all the above attributes, alter her technique and weave more deftly a greater vision. One cast upon a larger canvass and with many more colours, the base pattern of which will be a Free Balochistan, where equality shall be prescribed for all her children, men and women alike.

The full creative potential of the Baloch women if contributed to every level of Baloch societal life would no doubt prove invaluable in an independent Balochistan. For a Baloch woman does not only weave the Balochi dress into being but the very Baloch nation and the Baloch man is also ultimately an offspring of that creative endeavour. 

 It is tragic however that right now all over Balochistan, in the midst of so many violations of human rights, many a Baloch mother, wife, daughter and sister is also weaving bitter tears unto that canvass and thread, tears of longing for justice, equality and freedom which are the birth right of every human being. 

The great guiding vision of a United and Free Balochistan for which so many of our brethren are being daily martyred by the Pakistani and Iranian regimes has at the centre of its struggle now - the  Baloch woman  whom lies at the very heart of the Baloch identity. 

We cannot forget, we shall not forget our sisters, numbering almost 300 in Eastern Balochistan alone, who lie languishing in the prison cells of the occupying forces. We shall continue to weave this greater vision and we shall struggle until victory has been achieved.

In a press statement with the signatures of President Professor Naela Quadri Baloch great hopes are expressed for success of Ms Negar HosseinBor in organizing Baloch women in UK  and to enhance coordination and collaboration with other forums for Baloch freedom movement active in UK.  She will participate in events and forums to promote cause of her organization and motherland Balochistan. Banok Negar HosseinBor belongs to a well known political and intellectual Baloch family having a history of resistance against occupation of Balochistan. Baloch women in UK are requested to contact Ms HosseinBor for their membership and plan of activities.

Present prominent role of Baloch women in the freedom movement demands their enhanced status in decision making institutions of all Baloch parties and organizations. A prominent Baloch leader and president of international forum for Baloch women WBWF professor Naela Quadri Baloch has issued a policy statement that Baloch has nothing to do with any Pakistani institution including supreme court because the most failed state in the world has no institutions left but just military. All the other institutions are puppet shows of military that’s why Supreme Court kept silent for ten years of brutal killings torture and enforced disappearances in Balochistan; it was a joint criminal silence of media judiciary and civil society of Pakistan on our genocide. But Baloch victories in battles demoralized their military who took revenge form civilians. Blood of thousands of innocent Balochs gained attention of global community including UN, US and EU parliaments. To cover Pakistan’s military and diplomatic defeats and to suppress international voices on genocide of Baloch people a sudden drama of Supreme Court started on March 2011 after whole ten years of silence on all the atrocities done by military against innocent Balochs.

This is the time to speed up our activities and enhance our unity on single agenda of freedom. International scenario is changing in our favor rapidly. From deceiving Martyred Nawab Akbar Bugti in his last moments, leaving Khan Suleman Khan alone after Kalat Jirga till praising drama of SC Pakistan’s paid agents amongst us are continuously unmasked in the process of freedom struggle and more will be unmasked as struggle will enter in its final decisive phase. It is a long way need honesty and patience with deep love for the honor of Baloch motherland. It is our message for all Balochs to keep spirits high and be united on single agenda of freedom; we shall win a free independent sovereign greater Balochistan inshallah.

The Declaration

1-We believe that Freedom and Unification of Balochistan is the only

  solution for survival of Baloch Nation.

2- Our struggle is for a free, united, democratic and gender balanced

   Balochistan.

3- We support unity of all Baloch leadership and masses for joint

   struggle for at least the single agenda of Freedom.

4- We demand withdrawal of all kinds of Pakistanian and Iranian

    forces from Balochistan.

5- We demand the release of Zarina Marri, Baloch women from Dera

   Bugti RDA 238, Sangsila, Sryab, Dasht and other parts of

   Balochistan including 15 thousand Baloch Men, women and children

   abducted by Pakistan and Iran army.

6- We demand that equal rights for Baloch Women must be an integral

   part of all the charters and constitutions of Baloch parties, groups

   and alliances.

7- WBWF is open for all Baloch women, independent or may

  affiliated with any Party or group.

8- We appeal that social and economic support for the families of our

  beloved and honorable Balochs who sacrificed their lives for Baloch

  cause, missing or imprisoned must be the first priority of all Baloch

   parties, groups and individuals.

9- We demand extinction of Syahkari and other patriarchal customs

   and traditions that deny the UN Charter of Basic Human Rights and

   CEDAW and eradication of all forms of violence against women in

   practices, laws and social behaviors.

10- We demand the right to education, mobility, and decision making

   at individual and political level for all Baloch women.

11- WBWF will struggle to protect, preserve, and promote Baloch

   Culture history and identity as our basic duty of Baloch women

    inherited from our grand grand mothers of Mehrgarh and

     Babylon.

12-WBWF will struggle to provide equal opportunities for educational

    scholarships, skill development, entrepreneurs, awareness raising

    and political leadership training to Baloch women from all classes,

    regions and religions.

13-We express our unity and solidarity with women of the world for a

  gender balanced and peaceful world and we appeal to the women of

   the world to support Baloch women’s struggle of emancipation from

   the violence of occupying states of Iran & Pakistan.

14- We express solidarity with all oppressed nations and classes of the

  world especially the Kurd nation and their freedom struggle as the

   great Kurds are ancestors of Baloch nation.

گذشتہ روزڈیرہ بگٹی آرڈی238 کےکئ دیہات کو ریاستی فورسز نے آگ لگا دی معصوم بچے خواتین بھاری بوٹوں تلے بیدردی سے روندے جاتے رہے گھر جلتے رہے لیکن ان کی آہ و بکا پرکان دھرنے کی بجاۓ ایک بوڑھی خاتون بی بی سازی کو زندہ جلا دیا گیا۔ اس سے چند روز قبل اس علاقے سے بارہ خواتین اور بـچوں کو اغوا کیا گیا جن کا کوئ پتہ نہیں کہ کس حال میں ہیں۔ ہم ان سےانسانی یا اسلامی روایات کی توقع نہیں رکھتے لیکن ہمارا سوال اقوام متحدہ سے ہے میڈیا کے اس ترقی یافتہ دور میں اس خطے پر پتہ بھی ہلے تو دنیا بھر کے سٹیلائٹ ریکارڈ کر لیتے ہیں لیکن ہمارے جلتے ہوۓ آشیانے کیونکر نظر نہیں آتے، ہماری ماؤں بہنوں کی بے حرمتی پر نام نہاد سول سوسائٹی کیوں خاموش ہے ۔ ہمارے بیٹوں کے دل آنکھیں ڈرل مشینوں سے چھلنی کی جارہی ہیں آخر کب بلوچ کا بہتا ہوا لہو اقوام متحدہ کے ایجنڈے پر کوئی جگہ لے سکے گا ۔ ہم کسی سے رحم کی بھیک نہیں مانگتے ہم 30 ملین لوگ جو یورپ کے کئ ملکوں سے بڑےملک کے وارث ہیں ہماری زندگی اور عزت کی حفاظت اقوام متحدہ کی ذمہ داری ہے یہ سمجھانے کے لئے بلوچ کو کونسا منتر جنیوا کے بند دروازوں پر پھونکنا پڑے گا۔

بلوچ خواتین کے عالمی فورم کے توسط سے ہم اقوام متحدہ سے اپیل کرتے ہیں کہ پاکستانی اور ایرانی فورسز کے بلوچ عوام کے خلاف جاری جنگی جرائم کا فوری نوٹس لے اور بلوچ سرزمین سے ان فورسز کا انخلا ممکن بناۓ۔

ورلڈ بلوچ ویمن فورم کی سیکریٹری جنرل مروارید امیری نے بلوچ خواتین کی بین الاقوامی تحریک کی جانب سے پروفیسر نائلہ قادری بلوچ کی والدہ گرامی کی وفات  پرغم اور افسوس کا اظہار کرتے ہوۓ کہا ہے کہ عظیم بلوچ رہنما گذشتہ پانچ برسوں سے زیرزمین در بہ در زندگی گزار رہی ہیں بار بار کی گرفتاریوں غداری ملک توڑنے کے کئ مقدمات انکے گھر پر فوج کے پے در پے چھاپوں قریبی عزیزوں کى لاپتہ کر دینے کے بعدانہوں نے بلوچ وطن کی تحریک آذادی جاری رکھنے کے لۓعام سماجی زندگی سے تعلق توڑ کر زیرزمین رہتے ہوۓ کل وقتی  جدوجہد کرنے کافیصلہ کیا انکی کوششوں کے نتیجے میں تین حصوں میں تقسیم مادروطن بلوچستان اور دنیا بھر میں بکھری ہوئی بلوچ خواتین سے برسوں رابطے اور تنظیم کاری کے بعد تاریخ میں پہلی بار ایسی تنظیم وجود میں آئی جس کے اراکین بلوچستان کے تینوں مقبوضہ حصوں سے تعلق رکھتے ہیں جو غاصب قبضہ گیروں کی کھینچی ہوئی سرحدوں کو مٹا کر وطن کو متحد و یکجا کرنے کی عملی کوشش ہےـ مادر وطن کے ناموس کی خاطرپروفیسر نائلہ اپنی مادر مہربان کی پیران سالی میں خدمت،آخری دیدار اور کفن دفن میں بیٹی کے فرائض انجام دینے سے محروم رہ گئیں لیکن ہمیں یقین ہے کہ بلوچ قوم کی قربانیاں تحریک کو کامیابی کی صبح  سے ہمکنار کریں گی تب کوئی ماں اپنے لخت جگر کا انتظار کرتے کرتے دم نہیں توڑے گی ـ
